Never mind, did find it. Finished top 10 but apparently that isn't 25% of 55...told you I was bad at maths.

if you finish top 10 you almost certainly qualified for game A. You probably just clicked the wrong button and joined lower level again.

no, if you make new country you stay or get moved to low level.

how do you move to high level then??

You gotta use the same country name. If you make a new country name, you don't go up. There is an option for both when making a new country.
