you took the time to see if the country is still grabbing, yet completely overlooked said country was just flattened and most likely rebuilding?

it doesn't take that many turns to rebuild, plus, you should grab while rebuilding anyways and use the readiness turns to build.

why the country isn't doing it? because the script isn't that sophisticated
