So I just went to boxcarhosting.com and, interestingly, it opened up a complete copy of the login page of the evolution site. Has me thinking this is some sort of phishing attempt to acquire evolution login/password info, or am I missing something?

it's the real evo site. It is just pointing there temporarily. It will post to EE and eventually pang's backup when he gets a chance.
It's not meant as a recruitment drive for evo (see the announcement).

That said, no one is backing anything up right now, as no one can use it. So your answer is a non starter because you still can't back anything up.

So, why not have left it alone so the community wouldn't be put out until qz was awake?

it's pretty standard for network apps to log IP's. There are some sites that don't keep those logs, since you can't divulge what you no longer have, but it's fairly uncommon. You have to keep in mind that to an admin who has to manage a server, lacking IP information complicates management and issue resolution. It's also a security issue, since detecting breaches is an important part of any security model. It's more a question of who has access to that info.
