There is no "correct way".

For example, some families use underneath because it protects the roll from being unrolled by a family pet (cat or dog) that is rolling the roll facing it downwards.

And public toilets usually have the roll installed sideways.

I tried to explain to my wife that after she uses the toilet she should put the seat up so I don't have to. And if she always puts the seat back up there will never be any problems!

But about the TP... well I don't pay no attention to that!

The correct way. A pet will be taken to the shelter if they wreck my bathroom. Repeat as needed to find pet that works out.
