I had a def ally on Express, who had another def ally. I lg'ed def ally #2, and my def ally tried to defend his def ally.

Isn't my def ally supposed to refuse to fight against allies?

That happened in e2025 if you attacked your off ally's def ally.

that's what is supposed to happen on this game. they refuse because the country would be using its own offense against itself.

I dont see this same conflict of interest for shared def allies.
