[FIXED] 'Select All' option not selecting all

This is something I have noticed, on the General > Bonus tab, as well as the Economy > Public Market > Buy Tech & Sell Goods the option to select all countries does not work. At all.

in bonus-section select all works but elsewhere not, I'm quite sure that in beginning of set select all worked in manage-section.

Sorry I'm a bit behind on this, I was starting work on adding drives when this came up, and I'm not done that yet; I'll see if i can do it when I have to wait for a transfer or something
