Explore and build at the beginning, then attack and build later on. Make sure you build construction sites early on. If you are new to the game you might want to stick to exploring until it starts to make sense. Attacking will make for faster growth, but exploring will be more manageable. Also, you don't want a lot of unbuilt acres.
