Well, I would hope no one would jump you just for fluffs and giggles, but as I've said elsewhere, if you intend to retal for countries not in your tag, then you'll be giving enough reason for one of the big tags to come after you.

well, players like Bauer should be happy with the unwritten rules, as most of them favor the little guys quite honestly.

If the big clans all got together, pacted each other and decided not to accept retals anymore and implement an RD in Team style 1:kill retal policy against themselves, the small clans individually would have little power to stop it.

Hopefully that would never happen, because unlike most of the minor issues people claim will "push players away from the game," big clan bullying of that level actually probably WOULD push people away, but overall, the unwritten rules that everyone, even big, bad LaE, follows, in many cases do give the little guys a chance.
