Its not gdi that stops you at the end but humanitarian range. Ford gave the formula in a recent thread but basically the last few turns of set you can only hit players very close in nw. However combine this with 360 stored turns and its easily abused since a player can jump out of range following grabs or other hostile actions

last 30 turns of set humanitarians range tightens until you can hit only countries with basically same nw.
