I did not realize tanks consume food bushels does any other military do this also has it always been like this thx.

Sorry to tell you, but all military uses food and some decays too.

Food Consumption (Pop * 0.03) + (Spies * 0.005) + ((Troops + Jets + Turrets) * 0.001) + (Tanks * 0.003)

pop affects only production (incl reaearch) and income. pop loss doesn't affect research if you are somewhat near max pop.
