That's the thing. With the owner there usually it is kept in check, but if its out on its own in unfamiliar environment and scared or startled.... The nature of the beast is unleashed. That's where most of these violent incidents happen. It's not in the home with owner present (unless its neglectful owner). But back to the point... If it is a neglectful owner of a border collie or something, the outcome will be far less violent. So any comments of its the owner, its the owner, its the owner, are full of fluff because a pug or a lab are not going to have the same outcome with a bad owner.
