If someone is going to cheat, banishment seems pretty pointless. It isn't difficult to change your IP address, create a new account, even change your browser, and now the mods don't know who the cheaters are, and now they are in a better position to cheat.

And I really believe that as easy as all of that is, they won't do it unless they are forced to by a moderator, with something like a ban.
