Your equation also breaks down at large landsizes (in that it justifies any and every attack on a large country, regardless of their defense). A 100k acre country needs 280 million turrets? That ain't gonna happen. Until you come up with a *reasonable* equation, then you're just giving justification to the lame tactic of GSing countries into DR.
I'd love for the tactic of GSing yourself into DR to disappear, but as long as topfeeders demand an unreasonable amount of defense from large countries, that tactic will not go away.

and Bigwiggle pretty much nailed it, don't mind the formula as I was being half assed about it, you need to get the magic number that will make attackers look away, to find someone else, there isn't a magic number or formula
For example:
I have an NBK netter with 3M turrets and a PAN netter with 5M turrets as targets, both have equal land amounts... as such I am likely to hit NBK, unless the Pan guy has Stock on hand :)
There are also Psychological aspects like grudges, etc
In the end is a matter of not being a nice target :)
