H4xOr: We didn't think about the retal policy in terms of maximum benefit for our players (to pang's eternal frustration). It's not a perfect policy but I stand by it and we'll continue to think about it.
When we were piecing it together we were a small clan with no political leverage and one ambition was to make the server political space more friendly to small clans in general, not just to us.
We also didn't like the idea that a country is entitled to keep its land, so we favored a grabbing system with more risk and amiable relationships with particular alliances; yes, through grabbing pacts and landtrading, but also pactless good will. The land exchanges through pactless good will remind me of 1a before L:L, so maybe it is a type of nostalgia for a time that was more exploratory and less 'this is how we do things.'
So far at least we have found it to be an enjoyable way to grab without hitting untaggeds too much, which was another motive since we recruit from untaggeds. Ghost acres can make exchanges good for both parties - why not?

They had mix retal last set and also retaling 109% if of LG.
You're right, there were some instances when we retaled with a mix of SS/PS as long as the last hit was a SS. I think this logic was written into our grabbing pacts and may have accidentally been applied to other grabs. Maybe that part of our policy will change.
