Add SDI effectiveness to the list of things which luck affects.

Giving luck the ability to benefit both missile production, SDI effectiveness, and spy op success would make it a more commonly used bonus among warmongers. It still trails turns by a wide margin among war countries, but giving it the ability to increase SDI's chances of shooting down a missile would help make it a bit more balanced compare to the turns bonus.

As long as it couldn't increase demo's to 100% protection its not a bad idea.

make it higher percent coz those missiles sucks on FFA when it rains ur country
