25 ops for tourney seems too low, should be revamped to 50, and as for spy killing, should be available to have a minimum of 5 civies per successful op, equivalant to GSs, if not in all servers it should be available to have access to spy killing in FFA :)

outside non-harmful ops most used are stir rebellions, cause dissension and demoralize, bioterrorism is used too but when it backfires its bad.
