The turns spent spying, attacking, building are turns lost from teching. So a techers cost of attacking is higher than every other strategy's due to the opportunity cost of not teching those turns.
Basically the gain in TPT won't pay off the cost (lost turns + build costs + jet cost + fuel cost + risk of retal)in the remaining 10 days of stocking or so.
The only benefits are lower private market destock time and increased TPT.
