I think dantzig is right in his assertion that the DR levels on the midrange fatties hurt the lower net countries. That should be evaluated for sure.

I like most of the changes here as they are more fair than they were for all players. This makes me happy because out of everything else in the game, I believe in fair play and a fair chance for anyone to do a retal on me if I landgrab from them.

As far as "harmful" spy ops. I don't regard stealing tech from poorly protected countries with lots of tech as a harmful op. I am merely helping myself to an available resource as it is found.

If your country does not provide me with more than I can produce myself, I won't be wasting turns stealing your tech, however, if I can get more per turn, then I will harvest all I can.
