I was talking about USA-Portugal tie-breaker. Before the "total goals scored" rule there's also the head-to-head rule you mentioned, irrelevant because USA and Portugal made an equal match but very important if Ghana beats Portugal. So if Ghana wins 3-2 and USA loses by no more than one goal then both of goal difference of 0, but head to head score takes precedence and USA goes to next stage.
