LOL... that would require actually knowing about who owns guns and about gun transactions. Unfortunately, in most states, people can buy/sell guns without any government knowledge (and thus no opportunity to enforce the above).
You would need a gun owner registry and/or gun sales tracking, something most gun owners I have met object to.

Really not just gun shows, but any private transaction, as described here:

Its all private-party sales, and increasingly those over the internet that are unmonitored, unregulated and thus the above suggestions are unenforceable.
