Choice of government is linked to choice of specialization ("strat"). If you want to specialise in producing military units you will build Industrial Complexes on your land and you will choose Communism as your government. If you intend to specialise in making money you will build Enterprize Zones and Resideces on your land and will choose Republic as your gov.t. I'll leave you to guess what you build as a farmer or Oiler and what gov.t you choose. If you are going to research technical points it is less clear which gov.t to choose but long experience has made Theocracy, Democracy or Tyrrany the gov.ts most often chosen.
Of the various strats which is the best? There are devotees of all. By common consent Commy Indie and Farmer are the easiest to play so a novice may do well to choose one of those. Techers or cashers win more sets than Indy players and while you can do very well as a farmer, to achieve the top spot itself is difficult. For some reason an Oiler finds the going tough. Quite why I don't know but I have never played that one in order to find out.
