Borat(fictional character) was not from Romania. The incipient stage of the movie was filmed in a gipsy comunity in Romania. They gave those poor people like 20 usd/each to buy food and filmed them without telling them the real purpose of the movie ( which reminds me about the part of the forum discussion we have about rights and freedom - your problem is you deal only with Murica rights, i am trained to view the entire picture)

Overall, the entire episode only hurt their image. But those people are so poor, they can`t simply fight a system, and lawyers paid with thousands of "k" / day. When the scandal took size, the rich movie makers just bought their silent adding (i suppose) some kilos for each person that was filmed ( yea - like that is going to solve the entire mess... How about denigration, humans rights and fluff like that, that usually lead to riots, and racist scandals in USA :P - Hollywood Solution: throw them 2-3k each(i guess) out of a business of billions )
