I don't seem to be able to commit espionage despite the clause in GDI that says "Unless you have attacked a country twice or more, that country will only be able to commit the following attacks or harmful spy ops against you: standard strikes, planned strikes, steal tech, bomb banks, burn oil, and burn bushels."

What's the answer?

you can still steal tech btw, just find someone with lots of tech and low turrets and ss them.

the yields on beneficial spy ops are negligible anyway.
that is one of the things which must be changed if they ever decide to try to take this game mainstream.

commite espionage is incredible if you find a good few targets to hit daily if you are farmer or casher you can steal upto 10k points an op on the right target.

well even indie, anything but a techer unless you can steal more points per op without fail then you could tech.

that part is true, 2500 is possible. On a single ideal target before spy DR sets in.
Even that was taken away by the people who think Express should be a netter training ground rather than the game's premier server.
As I said meager returns.

Spy "DR" effects the chance of success. Not returns. So technically there is no spy "DR"

The spy prohibition is wrong. If I get hit the idiot can just join GDI and be immune from retaliation. Shouldn't there be at least, a twelve hour window where someone can hit back?

Well I'd disagree. I've had ten tappers join GDI I at the end of the set, and while I can spy them I can't bomb their buildings because of GDI.
