This is a Bull sheet way of steeling from my forces. When I see I am running low on cash I spend 2 or 3 turns on cash ! and get this message again Cash shortages cause Per Capita income to fall!
A portion of your military leaves due to a lack of money! Who put this catch in the system, It fricking piss's me off ! If you know your low on CASH and you know it and decide to use turns for cash, this penalty ( Cash shortages cause Per Capita income to fall!

if you ran out of money or bushels when you spend turns part of your military leaves.

Cashing only generates 20% more revenue per the turn so if thats not enough to cover your expenses you will get a PCI failure message like that, same goes with food you need enough to cover the turn.

your advisor details how much money you make per cash, at least the old ones do which is what I use

Some strats can cash all they want and still lose money even while cashing
That is a regular occurrence for me
