I think there should be an option to declare peace even after 5PS.

Yes there is.. as above.. and if your using the New UI it is a feature.

Ya, it's not against the rules -- if we didn't want it to happen, we'd restrict it specifically

I'd say the ability to not declare peace after 5 PS is a bug. Maybe it'll get fixed, but the new UI should work properly to let you declare peace even after 5 ps
