Sharing ops and break info is not necessarily a prerequisite for breaking the coordination rule. You asked players for help hitting someone on a solo server. This is not a new interpretation of the rule.
In regards to message reporting, the person you were antagonizing for days through messenger was given a warning. For me, I chose to do a warning given the context of all exchanged messages between you two and because the player had no prior warnings or deletions for ingame messages. In other cases, I may make the determination that a deletion is warranted at the start. I can't speak to your second example from a previous round since I don't recall being involved in reviewing that one.
