Your logic is incorrect on several different levels sir.

#1 IMP didnt declare war, of the 3 tags that hit Chaos only Skynet declared war. Therefore IMP was not at war.
#2 If IMP was to be considered at war because they lost 2 countries in 4 days, then they attacked a clan already at war
