Ok on a serious note here is how I would view it:

If you want to be top level, high expectations, netter:
LaF or Evo

If you want to net in peace and not deal with stupid politics:
Omega or Monsters, as of late maybe even NA

If you want to have fun, play in an unconventional alliance:
PDM

That's my thoughts. However there are several other good alliances i prob forgot to mention... that's what eestats.com is for :)

You might be "spied out" and ops will fail more often resulting in more dead spies :(

The only thing I would add here is if you wait long enough for your market to completely replenish you will lose out on goods to buy... Not sure how long it would take your PM to completely replenish though.

If you have it around 35% you'll be ok. If you want to nerd out and build a spreadsheet for it I'm sure you can find an 'optimal' tax rate for every turn you spend... Do you want to change your tax rate often? If not KISS and just leave it at 35 or 36% depending on your country :p

Although i should also add we do have some sort of escalation but it's only to protect from being farmed:

Paradigm escalates retals on an entire tag basis in a 48 hour window. The first six hits on Paradigm by any countries in another given tag to any countries in Paradigm will be retalled 1:1. The seventh, through twelfth hits from the same given tag against Paradigm will be retalled 3:1 each. Paradigm does not accept more than 12 attacks from any tag in a 48 hour window.
